Difference Between ICP and GDRFA Dubai

The one rule that matters
Your visa is handled by the authority of the emirate that issued it. Dubai-issued visas go through GDRFA Dubai. Visas from the other six emirates — Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, and Fujairah — go through ICP.
That single rule decides which website you use, which app you download, and where you check your status.
What ICP does
ICP is the federal authority. It manages identity and residency for most of the country, plus Emirates ID for everyone. If your sponsor is based in any emirate except Dubai, your entry permit, residence visa, and renewals live in the ICP system.
What GDRFA Dubai does
GDRFA Dubai is Dubai's own residency authority. Entry permits, residence visas, renewals, cancellations, and status changes for Dubai-sponsored files run through GDRFA, often using the Amer service network.
Where Emirates ID fits
Here is the part that confuses people: Emirates ID is always issued by ICP, even for Dubai residents. So a Dubai resident's visa is processed by GDRFA, but their Emirates ID comes through ICP. Both authorities are involved in one file.
